Safety is one of the most important dimensions of quality of life individual and collective, a good with a high social value that must be guaranteed to all, in particular to the weakest and most marginal individuals. Yet it is mainly families who are afraid of crime lower income, those who live in more disadvantaged contexts and who have less personal resources to draw on private security devices. Law enforcement agencies enjoy the confidence of the population and remain among the most efficient in Europe for investigation and repression skills crimes, but alone they can no longer answer a security question that grows and at a public expense that is reduced.
